Field Execution Engineer Permanent

Your role

As a Field Execution Engineer, you will report to the Civil and Structural Lead and deliver overall responsibility of Civil Engineering aspects including coordination, inputs, review & approval of engineering deliverables and site execution supervision to meet engineering, quality and HSE requirement for assigned projects/maintenance work.
This position is that of a key enabler to the execution of the work safely; to integrate all the Civil and Structural Organisation activities (Scaffold+ Insulation + Coating, Abseiling, Temp Repairs, Civil Maintenance, Refractory repair, Road repair) into day-to-day activities of the Process Units (PU).
Incumbent needs to develop the Production Unit (PU)’s trust in the Program team through safe delivery of activities considering the PU priorities, on scheduled deliveries through early planning and close engagement. Incumbent should be a very team player who can continue to engage and maintain strong relationship with entire PU team during all times.
The role of the Field Engineer Civil will include monitoring activities at construction sites. Incumbent should work to ensure construction progresses as scheduled and contract specifications are adhered to. Incumbent is required to inspect construction site daily and work with contractors to schedule on-time deliveries. This role requires a basic knowledge of commonly-used concepts, practices, and procedures of CINI, NACE, SSPC, API, ISO, AWS, ANSI, ASME, and ASTM.
Under the guidance of the Engineer In-Charge, he/she shall perform as a minimum:

HSSE

• Responsible for HSE leadership as to ensure hazards are being identified and adequate mitigations are being applied to work in a fully-operational plant. Should uphold project HSE plans and for participation in incident investigations.
• Shall be visible on site with daily site walks and identify Hazards & check control barriers, check scaffolds, blasting and TSA activities, on-going temp repairs etc.
• Conduct joint site inspection with Contractor Authorised Clearance Signatory and Authorised Gas Safety Tester for High Risk and Hot works.

PTW and Site Management

• Keep a track of Fire Permits/Safety Certificates and ensure they are up to date and available.
• Act as Execution Engineer and Authorised Civil engineer for Clearance certificate.
• Track submission of CC’s on time for next day’s job

Daily Site Works

• Responsible for interfacing with engineering & inspection teams to ensure on-time execution of scope as mentioned in work packs and site/project specific procedures (SSP).
• Ensure supervisors and inspectors carry out the witness, inspection and surveillance checks in accordance with approved Inspection and Test Plans and project quality plan. Ensure Quality Control checks and tests are properly recorded and are in compliance with project specifications, AFC drawings, and method statements.
• Surveillance during installation of all types of insulation & weather protection. Record non-conformances and report to the relevant authorities. Review and endorse inspection reports; completed work packs/test packs, Inspection test records and punch list.
• Closely liaise with Maintenance team & multiple contractors to understand opportunities and simultaneous operations issues.

You are what we are looking for if you:

• Have Diploma or Bachelor’s degree in civil engineering or related science
• Have an equivalent of 7 to 10 years of experience in the oil and gas industry of which at least 5 years’ field experience in Equipment & Piping coating and insulation inspections & recommendation; Coating especially TSA (Arc & Flame Spray), Fireproofing works and Insulation (hot, cold, acoustic) inspections, is required.
• Have sound knowledge of Refractory repair and maintenance (advantage)
• Have a valid work authorization in Singapore that does not require sponsorship, are based in Singapore, and available within short notice due to time and travel (Covid-19) constraints
