Main Purpose: This role will be mainly dedicated to the bunker supply business of the group, with the purpose to create and implement processes and procedures to ensure all operations are compliant with the relevant port and authorities’ regulations, as well as in compliance to the group’s standards.

Ensure the time-chartered barges has rigorous assurance and control processes documented, processes and procedures in place, and records to ensure they are implemented.
Establish contracts and operating standards for all barges delivering on behalf of TFG Marine.
Develop a risk matrix and create mitigation plans for key risks areas with regards to Oil Loss on barges.
Train and create awareness of periodical port controls and regulations to the front office traders, operators, cargo officers to ensure they understand the required standards.
Conduct periodical spot checks on own/time chartered, and third party barges, to monitor/control oil loss as well as adherence to SS648 standards.
Define and assess the selection criteria, vetting and assurance processes of third party barges.
Appoint and oversee third party surveyors and agents to support our compliance and assurance program.
Liaison for MPA and other relevant bodies or government agencies to support and promote high standards of bunkering operations in Singapore.
Oversee and monitor the oil stock and loss management processes for own/time chartered barges.
Act as Management Representative (MR) for TFG Marine Pte Ltd and lead the QMBS process with both internal and external audit.
In charge of matters pertaining to Cargo Officers, which includes liaison with service provider and engaging meetings periodically when required.
Lead technical discussions and management of new barges.
Assist in technical matters across the regions and assist the sales / trading team on technical marketing.
Lead the investigation and resolution of customer’s claims and disputes relating to quality and quantity.
Manage ad-hoc projects
Knowledge, Skills and Abilities
Preferably 10 years’ experience in the Marine Industry with relevant certifications.
Preferably 3 years on board vessels with minimum rank of 1st Officer.
Experience on-board Singapore bunker barges.
A strong understanding of TR48/SS648 and the inner workings of the Mass Flow Meter.
Good knowledge of the QMBS processes and audits.
Ability to analyze bunker profile graphs derived from the Mass Flow Meter.
In-depth knowledge of ISO 8217: 2010/2012/2017 procedures and specifications.
Experience in analyzing and interpreting fuel and gasoil specification results.
Knowledge of assurance processes and procedures and also with site inspection and investigations.
Experience in handling customer disputes/claims on quality and quantity issues.
Preferably with prior experience in running ship management .
